Magnetic roadways, flying aircars, colorful skyscrapers with unique shapes. In a futuristic Japan, Dr. Yamanoue of the Ministry of Science is directing a new project: the world's greatest android! However, though he is capable of creating a powerful body, he is unable to create an electronic brain to match. Reluctantly, he calls up an old friend: renowned scientist Dr. Kawashimo. The two scientists work together to create the ultimate android: Jetter Mars!

Centered in the Tokyo bay, an artificial island created by Dr. Yamanoue floats. The island houses skyscrapers, homes, and standing tall and proud in the center: the Ministry of Science. The island is connected to Tokyo via a submarine roadway.

Standing as the tallest building on the artificial island, the Ministry of Science is a place of highly sophisticated technology. Here, many of Japan's machines and robots are designed and brought into existence. Dr. Yamanoue himself takes up residence here. At the ministry, Mars is made to study and train every day in order to become the world's greatest android.

Dr. Kawashimo lives in a large home bordered with bushes. There is a large gate with two brick pillars topped with large lights. There is a koi fish pond and pis boy fountain outside, a large work garage on the side, and the home itself is two stories. The upstairs has a bathroom and a lab where Dr. Kawashimo does his work on robotics. Downstairs, there are rooms for Miri, Melchi, Mars, and Dr. Kawashimo. The entrance opens up directly to the living room.
